Electoral Strategy
Kerala remains a Congress and Communist Party dominated state where BJP has minimal representation. Modi visits such regions periodically to build organizational presence and test messaging in hostile electoral terrain ahead of 2026 state assembly cycles.
Development Narrative Push
Recent signals track Modi calling for "visionary policies and hard work to make India developed by 2047." Kerala visits allow him to promote infrastructure projects and central government initiatives to voters in states where opposition parties control governance, reinforcing his national development message across regional boundaries.
