The AI race will not meaningfully slow down before 2028.
Competition between the United States and China, combined with commercial pressures from private firms, ensures sustained investment and acceleration through the end of this decade.

The Competitive Dynamics Remain Unaltered

China maintains dominant signal volume in geopolitical tracking related to AI development, with 29 tracked signals compared to 11 from the United States. This gap reflects Beijing's coordinated state approach to AI investment, regulation, and military integration. The U.S. response has been fragmented across private companies, defense agencies, and academic institutions, yet this decentralization has not reduced overall development pace. Both nations view AI supremacy as equivalent to nuclear weapons capability during the Cold War, making unilateral slowdown politically impossible for either power.

Investment Cycles and Commercial Incentives

Private AI companies operating primarily in the United States and Europe show no signs of reduced funding or R and D commitments. Major technology firms have announced trillion dollar capital expenditure programs through 2030 focused on data centers, semiconductor production, and model training. These investments rest on business models where marginal improvements in model capability translate directly to market share and revenue. Shareholders and board members have no mechanism to collectively agree on slowdown without competitors gaining advantage, creating a locked competition dynamic similar to arms races in previous decades.

Domestic Political Constraints on Policy

Recent signals from domestic American political activity reveal the U.S. political system remains fractured on technology policy. Republican groups continue pursuing election related litigation while former officials debate Gaza policy implications for 2028 candidates. This fragmentation means coherent national AI policy remains elusive. Congress lacks technical expertise to impose meaningful restrictions, while executive branch agencies struggle to coordinate across Pentagon, Department of Commerce, and intelligence communities. China faces no such coordination problems, giving it potential advantage if the U.S. attempted unilateral restraint.

The 2028 Timeline and Realistic Expectations

The next two years will see acceleration rather than deceleration in AI capability development. Both nations are timing major model releases and capability demonstrations for political effect heading into the 2028 U.S. presidential election cycle. Geopolitical tension over Taiwan, trade policy, and technology supply chains will intensify competition rather than reduce it. Only a major catastrophic failure attributable to AI development, a binding international treaty with enforcement mechanisms, or fundamental shifts in semiconductor availability could interrupt this trajectory. None of these conditions appear likely to materialize before 2028.
